The Jacksonville Office of Inspector General released a follow-up report March 13 related to its 2024 investigation involving allegations of fraud regarding overtime hours paid to employees of the city Solid Waste Division and found the initial investigative process led to a more than 50% reduction in overtime hours and expense.
The follow-up report states that many of the Solid Waste Truck Driver Reports reviewed by OIG were incomplete or illegible and rarely signed by a supervisor. Therefore, verifying the regular and overtime hours many Solid Waste employees worked was impossible.
As part of the initial investigation, the chief of the Solid Waste Division was interviewed in March 2024 regarding overtime hours claimed by certain employees. He advised he would significantly reduce overtime hours in response to the OIG investigation.
To determine whether appropriate officials took appropriate actions based on the OIG report, the office conducted a follow-up investigation and found the following:
A review of the approved overtime hours and costs recorded in the Time and Attendance System showed that between Feb. 25, 2023, and March 4, 2024, Solid Waste employees were approved for 59,622.79 overtime hours, costing $2,315,471.40.
By comparison, between March 5, 2024, and March 12, 2025, Solid Waste employees were approved for only 28,410.58 overtime hours, costing $1,071,026.70, a reduction of 31,212.21 overtime hours and $1,244,444.70.
In terms of service quality, according to information provided by the MyJax Customer Services Manager, between Feb. 25, 2023, and March 2, 2024, there were 38,604 missed collection requests.
In comparison, between March 5, 2024, and March 12, 2025, there were only 36,049 missed collection requests, a reduction of 2,555.
