A JEA manager who has served in municipal finance roles in Duval County for more than 12 years is the city-owned utility’s new treasurer.
Alberto J. “A.J.” Souto was promoted to the position after spending the past year as JEA manager of debt capital markets and two years overall with the utility.
According to a JEA news release, Souto will work to ensure the financial viability of JEA through management of the company’s $845 million in cash and investments and its $3.3 billion debt portfolio.
Before joining JEA, Souto served as assistant CFO/budget officer for the city of Jacksonville Beach and in various roles at the city of Jacksonville.
He began his new role on March 10.
JEA’s Joe Orfano had served as deputy chief financial officer and treasurer since September 2024, when Randall Barnes left the position.
Souto holds a master’s in public administration and bachelor’s in political science from the University of North Florida. He holds the certifications of Certified Treasury Professional and Certified Government Finance Officer credentials, the release said.
His salary as treasurer is $164,652.80.
