‘Missing middle’ development with 1,480 dwelling units planned at Baymeadows and I-95

The site includes several office buildings, including Southeastern Grocers headquarters.

A “missing middle” infill development with almost 1,500 dwelling units is planned for the southwest Interstate 95-Baymeadows Road interchange, according to a rezoning application submitted to the city of Jacksonville.

The Prominence mixed-use development is sited on 71.76 acres of both developed and undeveloped land at the interchange in an office park by that name.

A site plan shows the development comprises seven parcels, three of which would be retained as open space. Prominence Parkway runs through the middle of the parcels, with Dix Ellis Trail and I-95 mostly forming the eastern boundary.

The footprint includes several office buildings, including the Southeastern Grocers headquarters at 8928 Prominence Parkway and Voya Financial’s offices at 8900 Prominence Parkway.

It is south and west of an apartment building and several commercial and office buildings fronting the southbound ramp to I-95 from Baymeadows Road.

The application seeks a rezoning to Planned Unit Development. The site plan lists 1,480 dwelling units and 753,000 square feet of office space, which is identified as “existing.” 

According to the application the project offers “highly-sought-after multifamily residential development to address the City of Jacksonville’s efforts to increase affordable housing and address the Missing Middle.”

“The PUD supports the Mayor’s Transition Team Recommendations to double the amount of land zoned for multi-family development and to increase affordability through increasing the housing supply.”

The term missing middle generally refers to medium-density housing types such as duplexes, triplexes, quadplexes and small apartment buildings that fill demand for dwellings other than large apartment complexes and single-family homes.   

The property owner is listed as Robert Riva with DFH Prominence LP of Jacksonville.

The applicant is Jacksonville land use attorney Paul Harden. 

An exhibit attached to the application identifies Dream Finders Homes as the project developer and Prosser Prime AE as engineer and architect/planner.

Current land use designation for the site is Residential, Professional and Institutional, and the zoning is Planned Unit Development.
