JEA dissolves its COO position, promotes director into newly created role

Robert Zammataro will serve as chief water systems officer; interim COO Ricky Erixton becomes chief energy systems officer.

In a restructuring of its organizational chart, JEA has promoted its director of water and wastewater planning and development into a C-level role.

The city-owned utility announced Jan. 13 that Robert Zammataro will serve as chief water systems officer, a position overseeing all operations and teams for JEA’s water/wastewater and district energy systems.

JEA said it was dissolving its chief operating officer position and dividing up management of the electrical and water/wastewater systems.

Ricky Erixton, JEA’s interim COO since November 2024, will serve as chief energy systems officer. Erixton was named to the interim role after COO Raynetta Curry Marshall was dismissed.

Zammataro’s previous roles included manager of water and wastewater system planning for JEA, chief engineer of development and planning for the St. Johns County Utility Department and leadership positions in the St. Johns River Water Management District.

He also served as director of utilities for the city of Green Cove Springs and a project manage for Mittauer & Associates, according to a JEA news release.
