Walmart can start $30.2 million Supercenter project in Southwest Jacksonville

The city issued a permit Feb. 26 for the retailer and liquor store at First Coast Expressway and Oakleaf Plantation Parkway.

Walmart is building a Supercenter in Southwest Jacksonville now that the city issued a building permit Feb. 26 for a roughly 175,000-square-foot discount store and a 4,365-square-foot liquor store.

FMGI Inc. of Woodstock, Georgia, is the contractor for the $30.19 million project on 30.28 acres at 10000 Omni Drive.

The site is at southwest First Coast Expressway and Oakleaf Plantation Parkway, on the Duval side of the Clay County line.

The city approved a permit Nov. 1 for the horizontal development at a project cost of $18.5 million. The site clearing comprises land for the Walmart Supercenter and liquor store; an outparcel for a Walmart gas station; and seven outparcels that would be developed later.

The site clearing permit says the gas station will be developed as part of the Walmart project. The fuel station permit is in review at a project cost of $1.5 million.

Walmart Stores East LP of Bentonville, Arkansas, is listed as the owner and developer. 

CPH Inc. of Jacksonville is the civil engineer. BRR Architecture Inc. of Bentonville is the architect.

City utility JEA issued a service availability determination letter in March 2024 for the project, described as a 175,360-square-foot Walmart Supercenter, a 4,365-square-foot liquor store addition and the eight outparcels that include a Walmart fueling station and a car wash, general retail and restaurants.

The outparcels range from 0.99 acre to 1.48 acres, with the gas station on 1.83 acres.

Omni Drive would connect Oakleaf Plantation Parkway to Walmart within the property.

Another road would wrap around an outparcel and the parking lot to Walmart.

Walmart would have 778 parking spaces.

Walmart filed more documents and reports Oct. 8-9 with JEA for utility, pumping station and soil elements of the project.

A June 11 preliminary design report for the wastewater pumping station outlined what could be developed on the outparcels, including three 120-seat fast-food restaurants; three 10,000-square-foot general retail buildings; a car wash; and the gas station.

Walmart Stores East LP also applied for a force main connection pressure determination.

Supercenters have groceries, general merchandise, liquor stores and a garden center, among other features and departments.

Property records show Walmart bought the property parcels between 2006 and 2021.
