Apartments are coming to the Prominence Office Park after the Jacksonville City Council gave final approvals for the infill development on Feb. 25.
On 18-0 votes, Council approved twin pieces of legislation to allow for up to 1,435 multifamily units on 71.76 acres of developed and undeveloped land in the park at Interstate 95 and Baymeadows Road. Council member Tyrona Clark-Murray was not present for the votes.
The approvals came on Resolutions 2025-0003 and 2025-0004, which respectively provide a Large-Scale Future Land Use Map Amendment and rezoning. The land use amendment is from Multi-Use subject to FLUE Site Specific Policy and Community/General Commercial to Residential Professional Institutional.
The rezoning is from Planned Unit Developments approved in 1974, 1996 and 2001 to a new PUD.
The office park includes the Southeastern Grocers headquarters at 8828 Prominence Parkway and Voya Financial’s offices at 8900 Prominence Parkway.
A site plan for the residential development shows it comprises seven parcels, three of which would be retained as open space. Prominence Parkway runs through the center of the parcels, with Dix Ellis Trail and I-95 mostly forming the eastern boundary.
The property owner is listed as DFH Prominence LP of Jacksonville. The applicant is land use attorney Paul Harden.
City documents identify Dream Finders Homes as the project developer and Prosser Prime AE as engineer and architect/planner.
