Carrie Bailey, an Alachua County resident who serves as an executive for a company on the Downtown Southbank, has been appointed to the Downtown Investment Authority board.
Bailey is senior vice president for Rimrock Companies, a privately held real estate development and investment company headquartered at 1301 Riverplace Blvd.
Mayor Donna Deegan appointed Bailey to the DIA board, where she would replace Melinda B. Powers.
Legislation confirming Bailey’s appointment, Ordinance 2025-0111, has been introduced to the Jacksonville City Council. According to a staff-generated report on the ordinance, Powers has extensive experience in a variety of real estate segments, including retail, multifamily and commercial.
The report says Bailey lives in Alachua County but works in Jacksonville.
The nine-seat DIA board comprises five positions appointed by the mayor and four by the City Council president, with appointments for all nine positions subject to confirmation by Council.
Members are required to be Downtown business operators or employees, or have experience in fields such as real estate and finance.
The ordinance would include a waiver of a requirement for DIA board members to reside in Duval County.
A public hearing on the ordinance is scheduled for the Feb. 25 Council meeting, which is scheduled to begin at 5 p.m. at City Hall, 117 W. Duval St.
