Work is intensifying for the $1.4 billion Stadium of the Future project for the Jacksonville Jaguars and the city to renovate EverBank Stadium in time for the 2028 NFL season.
The structure at 1 EverBank Stadium Drive anchors the Sports & Entertainment District on the eastern edge of Downtown.
The city issued a permit Feb. 21 for the Jaguars to proceed with the $45.61 million IFC #2A portion of the project.
IFC is “Issuance for Construction,” basically the designs, drawings or documents for the services/scopes.
The drawings are released for partial demolition of the existing structure and for construction of the foundations and structural elements embedded into the foundations only.
Those include piles, pile caps, grade beams, cast-in-place walls, strip footings, steel reinforcing dowels, anchor rods and other structural elements that will be embedded into the foundations.
The AECOM Hunt Construction + Barton Malow joint venture is the construction manager.
The Jaguars also are seeking a building permit for the $43.13 million IFC #2B for “underground & blindside waterproofing, expansion joints, and vertical transportation.”
The permit application describes the work as structural cast-in-place up to the main concourse; select division sections and sheet waterproofing; and a major electrical underground duct bank, which is an underground reinforced container used for laying utility lines such as electric and telecommunication cables.
The city of Jacksonville owns the 30-year-old stadium and leases it to the Jaguars.
The team’s timeline calls for the stadium construction to begin in February 2025.
The Jaguars intend to play at the stadium at a reduced seating capacity in 2025 and 2026 and move to another venue in 2027.
Next bids
Work continues as the Jaguars have issued an Invitation to Bid, dated Feb. 20, for bid packages IFC #3A, #3B and #3C.
AECOM Hunt Construction + Barton Malow will receive the bids.
• IFC #3A scopes are interior building demolition, bowl seating removal, cast-in-place concrete, pre-cast concrete (structural), fire alarm (base building), electrical, telecom & low voltage and AV.
A pre-bid meeting is scheduled at 4 p.m. March 12 at the stadium Upper West Club. Bids are due by 2 p.m. April 11.
• IFC #3B scopes are fire protection (base building), plumbing and mechanical. A pre-bid meeting is scheduled at 4 p.m. March 13 at the Upper West Club. Bids are due by 2 p.m. April 18.
• IFC #3C scopes are unit masonry, waterproofing, subroof, stairs, railings, ornamental metals, joint sealants, expansion joints (integrated in structure), overhead doors, fluid-applied flooring and multiple seating (including retractable).
The pre-bid meeting is scheduled for 11 a.m. March 14 at the Upper West Club. Bids are due by 2 p.m. April 23.
All other scopes within will be advertised later.

The Jaguars say on the website that it and the city of Jacksonville will partner with qualified businesses on service needs.
It says all requests for proposals and bid packages will be advertised in accordance with city procurement code.

Interested companies should become certified with the JSEB office.”

Bid packages
Jaguars Director of Business Communications Lyndsay Rossman said Nov. 6 two bid packages were expected to be out in November and December for 24 total scopes of work for major construction work.
The first, Bid Package IFC #2A, comprised six scopes of work from demolition to concrete foundations.
Bid Package IFC #2B included 18 scopes of work, such as precast concrete, structural steel, building steel, fire protection, plumbing, AV and video production.
Rossman said that the Jaguars are handling all bid negotiations for the Stadium of the Future.
She said Stadium of the Future awardee information is at the jaguars.com/stadiumofthefuture/employment site, which also is where RFP/bid packages are hosted.
Approvals
The NFL owners’ group voted Oct. 15 to approve the Jaguars’ deal with the city.
That allowed the team to proceed toward remaking and modernizing EverBank Stadium with features including a partial roof cover, expanded and elevated concourses, a park-like entrance, corner openings to improve airflow and a reflective outer coating designed to reduce interior heat.
The deal includes $775 million in public funding from the city of Jacksonville and $625 million from the team.
Jacksonville City Council finalized a deal June 25 to revamp and modernize EverBank Stadium and keep the team in it for the next three decades.
The $1.45 billion package of legislation included funding for the stadium’s makeover, a 30-year lease, a nonrelocation agreement and $56 million in spending on riverfront parks and the stadium-adjacent flex field.
Contained in Ordinance 2024-0904, the deal included $775 million in public funding for the stadium.
Stadium renovation groundwork has been ongoing for months.
The city issued a permit Dec. 10 to AECOM Hunt + Barton Malow for test piles around the foundation.
