DeSantis appoints Max Glober, Donald ‘Donnie’ Horner III to JTA board

With state Senate confirmation, they will succeed Debbie Buckland and Ari Jolly on the seven-member panel.

Florida Gov. Ron DeSantis has appointed two local business executives to the Jacksonville Transportation Authority board of directors.

Pending confirmation by the Florida Senate, Max Glober and Donald “Donnie” Horner III will succeed Ari Jolly and Debbie Buckland on the seven-member board.

Glober is vice president of marketing at First Coast Energy LLP.

A previous member of the Jacksonville Historical Preservation Commission, Glover holds a bachelor’s degree in government from the College of William & Mary and a master’s in business administration and juris doctor from the University of South Carolina.

Horner is vice president of investor relations for Intrepid Capital Management.

 A U.S. Navy veteran, he is a trustee for the U.S. Naval Academy Alumni Association and a fundraiser for the National Multiple Sclerosis Society.

Horner earned his bachelor’s degree in political science from the United States Naval Academy and his master’s degree in business administration from Jacksonville University.

Buckland and Jolly have both been serving expired terms. Buckland joined the board in 2019 and served recently as chair. Jolly was appointed to the board in 2015 and reappointed in 2019.

Board member Ray Driver Jr. stepped down at the end of 2024. His seat has yet to be filled.

The board comprises three members appointed by the governor and confirmed by the state Senate, three members appointed by the Jacksonville mayor and confirmed by City Council, and the District Two Secretary of the Florida Department of Transportation, according to JTA’s website.
