A former member of the Downtown Development Review Board would swing over to a seat on the Downtown Investment Authority board under legislation introduced April 22 to the Jacksonville City Council.

Trevor Lee has been appointed to the board by Council President Randy White. Resolution 2025-0299 would confirm the appointment.

Lee served on the DDRB as a member from 2016 to 2024. He also served as chair.

Lee would fill a seat vacated by Carol Worsham for a partial term set to expire on June 30, 2026.

He is a managing partner with Hoefer Welker, an architecture, planning and design firm based in Kansas City, Missouri.

Lee is a JAX Chamber board member, is on the Dean’s Advisory Board for the University of Tennessee School of Architecture and is chair of the board for Gabriel House of Care at Mayo Clinic. He previously served on the board of the Jacksonville Symphony.

The DDRB and DIA perform related functions and share a staff. The DDRB serves as the planning commission for the eight-district Downtown, providing recommendations to Council on some matters and having final authority on others, such as project designs.

The nine-seat DIA board comprises four members appointed by the mayor and four by the Council president. Eight seats are filled.
