LUZ Committee advances apartments and town homes near Westview K-8 School

Plans call for six four-story apartment buildings and 22 town homes.

A plan to build apartments and town homes near Westview K-8 School in West Jacksonville is headed to the Jacksonville City Council for final approval on the recommendation of the Council Land Use and Zoning Committee.

The committee voted 5-0 on a land use amendment and rezoning for the development, which would be built on parcels at 9909 and 9997 103rd St. between Connie Jean Road and Brighton Park Lane. Committee members Rory Diamond and Rahman Johnson were not present for the vote.

According to a Planning and Development Department staff report, plans call for six, four-story apartment buildings totaling 240 units and 22 town homes to be built on the properties, which total 12.2 acres.

The site is about 1.4 miles east of the First Coast Expressway.

The committee votes came on two companion pieces of legislation. 

With full Council approval, Ordinance 2024-0606 will amend the land use from low density residential to medium density residential with a site-specific policy to allow for multifamily residential uses at 9997 103rd St. Ordinance 2024-0607 will rezone the properties from residential rural acre and commercial neighborhood to planned unit development.

The Jacksonville Planning Commission voted 6-0, with four members absent, in favor of both ordinances. 

The votes by the commission and LUZ Committee came with the condition that the developer submit a site work permit before doing excavation work, including for lakes, ponds and stormwater retention.

Another amendment by the committee requires the developer to plant trees to buffer the property from nearby town homes. 

The amendment was designed to address concerns raised by Jacksonville resident Daniel Henry, whose mother lives in the adjacent town homes, about unfiltered light pollution entering his mother’s home. Henry is the chair of the Duval County Democratic Party. 

The applicant, Hayden Phillips of the Rogers Towers law firm, said the developer had agreed to plant trees to shield Henry’s mother’s home. The developer agreed to the amendment to extend the buffer.

Owners of the parcels are listed as Westview Signature LLC of St. Johns and Blue Ribbon Realty LLC of Jacksonville. 

State records identify managers of Westview Signature LLC as Robin O. Sorensen, Stephen M. Leggett and John Namey, all of St. Johns. 

Guy Lachapelle and Roy Shaw are listed as managers of Blue Ribbon Realty LLC.

In other action, the committee:

• Advanced a land use amendment and rezoning to allow J.B. Coxwell Contracting Inc. to consolidate land near its headquarters for truck storage.

The committee voted 5-0 in favor of Ordinance 2024-0604 and 2024-0605, which, respectively, changed the land use of properties at 6612 and 6624 Pickettville Road from low density residential to light industrial and rezoned the parcels from residential low density to industrial light. The 1.25-acre site is east of the 295 Beltway. 

Diamond and Johnson were not present for the vote.

The Jacksonville Planning Commission voted 6-0 in favor of the ordinances Sept. 5. 

J.B. Coxwell’s offices are at 6741 Lloyd Road West between the Pickettville Road properties and the 295 Beltway.

• Approved a zoning exception to allow for sales of all alcoholic beverages at Centy’s Way Restaurant & Lounge at 10663 Monaco Drive in North Jacksonville. The Jamaican restaurant is southwest of Interstate 95 and Dunn Avenue in a strip mall that also is home to two day care centers. The committee also approved an administrative deviation to reduce the number of required parking spaces for the restaurant to 79 from 134. Both votes were 5-0, also with Diamond and Johnson not present.
