Walmart seeks site-work permit for Oakleaf area Supercenter

The retailer wants to develop a store, liquor store and eight outparcels that include a Walmart gas station.

Walmart wants to clear a 63.6-acre site in Southwest Jacksonville to develop a Supercenter and a gas station.

The permit application estimates the horizontal development project cost at $18.5 million.

The city is reviewing the application for site work at 10000 Omni Ave. at southwest First Coast Expressway and Oakleaf Plantation Parkway, on the Duval side of the Clay County line.

Walmart Stores East LP of Bentonville, Arkansas, is listed as the owner and developer. It proposes a 175,360-square-foot store, a 4,365-square-foot liquor store and eight outparcels that include a 1,358-square-foot gas station with 20 fueling positions.

The other seven outparcels will be developed in the future.

CPH Inc. of Jacksonville is the civil engineer. BRR Architecture Inc. of Bentonville is the architect.

City utility JEA issued a service availability determination letter March 28 for the project, described as a 175,360-square-foot Walmart Supercenter, a 4,365-square-foot liquor store addition and the eight outparcels that include a Walmart fueling station and a car wash, general retail and restaurants.

The outparcels range from 0.99 acre to 1.48 acres, with the 20-pump fueling station on 1.83 acres.

Omni Drive would connect Oakleaf Plantation Parkway to Walmart within the property.

Another road would wrap around an outparcel and the parking lot to Walmart.

Walmart would have 778 parking spaces.

Walmart has filed more documents and reports Oct. 8-9 with JEA for utility, pumping station and soil elements of the project.

A June 11 preliminary design report for the wastewater pumping station outlined what could be developed on the outparcels, including three 120-seat fast-food restaurant; three 10,000-square-foot general retail buildings; a car wash; and the Walmart gas service station.

Walmart Stores East LP also applied for a force main connection pressure determination.

Civil engineering plans filed with the city in June 2021 indicated the store would include a Health Center, but Walmart has closed those centers.

Supercenters have groceries, general merchandise, liquor stores and a garden center, among other features and departments.

Property records show Walmart bought the property parcels between 2006 and 2021.
