Compromise rezoning of San Jose YMCA draws Council approval

The 10.25-acre campus will be developable for single-family homes or town homes.

The Jacksonville City Council gave final approval Oct. 8 to compromise rezoning legislation allowing for construction of single-family residences or town homes on the duPont YMCA Youth Development Campus property in San Jose.

On a 15-1 vote, with Council member Matt Carlucci in opposition, Council approved Ordinance 2024-0681 to rezone the property at 7373 Old Kings Road S. between Toledo Road and Powers Avenue.

The Council vote came a week after the Council Land Use and Zoning Committee, and particularly member Joe Carlucci, negotiated a compromise that eliminated the possibility of apartments on the 10.25-acre site. His District 5 includes San Jose.

Neighbors who had staunchly opposed apartments and high-density affordable housing for the property applauded the LUZ committee when it approved the compromise on a 6-0 vote.

With the full Council vote, which came after the adoption of an amendment recommended by the LUZ, the property was rezoned from Public Buildings and Facilities to Residential Medium Density-A.

The YMCA, which closed as a recreation center after the pandemic, is seeking to sell the property. Zach Miller, a representative for the YMCA, told the LUZ committee that the property would have little or no attraction among buyers under the public buildings zoning but would be marketable if rezoned for residential use.

JWB Real Estate Capital had planned to develop multifamily housing on the site, but pulled out in September 2024. 

Matt Carlucci’s no vote came after he reported receiving several dozen emails in opposition to the ordinance. Other Council members said they initially received similar messages but fielded calls and emails after the LUZ vote praising the committee and the compromise legislation.

Members Ju’Coby Pittman and Rory Diamond were excused from the meeting and member Tyrona Clark-Murray was not present for the vote.
