Reginald Luster, 150 Busch Drive in Jacksonville, is disbarred effective immediately following a Feb. 12 court order.
Several complaints were received indicating Luster was practicing law while suspended. He was contacting insurance companies to settle claims for clients.
Investigators also determined that Luster’s bank records indicated he was receiving settlement monies while suspended.
Luster was suspended for 91 days beginning Dec. 19, 2020.
The investigation that led to that action concluded that Luster settled a personal injury case without advising the complainant, a chiropractor treating Luster’s clients, and failed to protect or otherwise pay the bills for their treatment.
The clients indicated that they did not inform Luster to not pay the chiropractor and had no knowledge that he was not paid. They provided their closing statements, which were originals and which lacked certain language added by Luster to his copies, which he provided to the Bar.
When asked about the discrepancy, Luster acknowledged his mistake and expressed remorse. He did subsequently pay the complainant the money owed to him, according to the investigation report.
Luster was the 2004-05 Jacksonville Bar Association president.
