Rezoning request would allow for row houses across from Stockton Street town center in Riverside

The site abuts the school-turned-condominium property developed by ex-Jaguars owners Delores Barr Weaver and J. Wayne Weaver.

Up to five homes would be built across from the Stockton Street town center in Riverside under a rezoning request scheduled to go before the Jacksonville Planning Commission on Aug. 22.

The request is for a 0.23-acre parcel along Stockton Street between Myra and College streets, west of the strip of commercial properties that include Bold Bean Coffee Roasters, ZenCog Bicycle Co., 13 Gypsies restaurant and Tiger Records.

If approved by the Jacksonville City Council, the rectangular lot would be rezoned to Planned Unit Development to allow for construction of the single-family homes, which are modeled on row houses but would be freestanding.

Plans show five identically sized detached houses, each with 1,685 square feet of conditioned space.

The lot, which is identified in city records as the Row House Parcel, is part of a zoning district that was rezoned in 2009 for multifamily, commercial and office uses to make way for the conversion of the former John Gorrie Junior High School building into a condominium property. 

The 2009 zoning allowed the Row House Parcel to be used for streetfront commercial purposes with residential space above.

Documents included with the rezoning request list the owner of the parcel as Delores B. Weaver of John Gorrie Investment Group LLC. State records identify the LLC’s managers as Delores B. Weaver and J.W. Weaver. 

The row houses are planned on this 0.23-acre parcel along Stockton Street between Myra and College streets.

In 2009, Delores Barr Weaver and J. Wayne Weaver bought the long-vacant junior high at an auction and transformed it into a The John Gorrie a Condominium, which opened in 2011. The Weavers are former owners of the Jacksonville Jaguars.

The Row House Parcel is sandwiched between the converted school and Stockton Street. It is separated from the John Gorrie building by a fenced and gated parking lot.

Bold Bean Coffee Roasters, ZenCog Bicycle Co., 13 Gypsies restaurant and Tiger Records would be across the street from the rowhouses.

Conceptual plans included with the request show a set of five identically sized detached houses, each with 1,685 square feet of air-conditioned and heated space. The two-story homes feature a great room, kitchen, bedroom and bathroom on the first floor, and two bedrooms, two bathrooms, a laundry room and office on the top floor. Both floors have 110-square-foot porches.

The plans show no garages or off-street parking. Under the rezoning, minimum parking requirements for the project are provided by street parking along the west side of Stockton Street.

The rezoning is subject to review and approval by the Jacksonville Historic Preservation Commission, city documents state.

City planning and development staff recommend approval of the rezoning.

The Planning Commission meets at 1 p.m. on the first floor of the Edward Ball Building, 214 N. Hogan St.
