The city is reviewing civil engineering plans for Culver’s to build a 4,570-square-foot restaurant on 1.21 acres in Glen Kernan Park along Hodges Boulevard at northwest Hodges and Butler boulevards.

The St. Johns River Water Management District also is reviewing plans.

The franchisee is Don Lichte, who owns two area Culver’s restaurants along Gate Parkway in Jacksonville and in Middleburg.

Lichte said March 17 he and his wife, Lori, and daughter, Sophie, intend to start construction this year.

Kimley-Horn and Associates Inc. is the civil engineer.

Wisconsin-based Culver’s specializes in ButterBurgers and frozen custard.

The Lichtes own the area’s first Culver’s, which opened in July 2019 in Middleburg.

They opened the 7818 Gate Parkway restaurant in September 2021.

Other franchisees have since opened more area Culver’s.
