The city issued a building permit Feb. 16 for a foundation at the site of the new Jacksonville Jaguars Sports Performance Center near TIAA Bank Field.

Haskell is the contractor for the $3 million job on the 127,087-square-foot practice, training and executive team office facility.

The city is reviewing five other building permit applications submitted by Detroit-based architectural firm Rossetti for the estimated $120 million joint project between the city and team.

The Jaguars will move team offices, an equipment room, and weight training and medical facilities from the stadium to the city-owned performance center.

Those permit applications total $49 million in foundation and vertical construction elements at 1270 E. Beaver St., northwest of the stadium.

Some of the applications have duplicated job costs. The final costs will be determined through the review process.

Rossetti specializes in sports entertainment facilities design, including work with the Daytona International Speedway and Arthur Ashe Stadium for the U.S. Open in Queens, New York.

City Council voted unanimously in August to authorize borrowing $60 million to help finance the city’s half of the project cost.

According to the legislation and the Jaguars public agreement, the team will move team offices, an equipment room, and weight training and medical facilities from the stadium to the city-owned performance center.

The Downtown Development Review Board approved the facility design in October to include an indoor practice field; two outdoor natural-grass fields with about 2,300 bleacher seats; a team store; and concession facilities.
