The city issued permits Sept. 23 for Scrubbles 3 Minute Express Wash to build a car wash at 9826 San Jose Blvd. near the Beauclerc area of Mandarin.
The Angelo Group Inc. is the contractor for the project, which totals $740,000 in construction costs for site-clearing, the 5,131-square-foot car wash and other structures.
The 1.58-acre property is the former site of Pasta Market, Hops Grill & Brewing, Cross Creek Steakhouse and Physicians Medical Center at San Jose Boulevard and Pall Mall Drive.
Baker Design Build is the civil engineer. Doherty Sommers Architects Engineers Inc. is the architect.
