Developers of eTown in South Jacksonville are preparing to open up the west side of Florida 9B with almost 96 acres for office, commercial and multifamily projects.
The city is reviewing civil engineering plans for infrastructure for the first phase of what is called Westland.
The eTown housing, apartment and retail property is under development east of Florida 9B along E-Town Parkway.

An executive summary says Westland Timber LLC has started the design and permitting of Westland Phase 1, west of the Florida 9B and E-Town Parkway interchange.
That phase comprises almost 91 acres north of the existing end of E-Town Parkway to include commercial, office and multifamily acreage. Plans also show about 5 acres among three commercial sites south of the parkway.
The proposed improvements include site grading, expansion of a stormwater pond, and site access with new roadways from the end of the existing E-Town Parkway.
The new four- and two-lane divided roadways will include storm drain systems and utilities, according to the summary.
England, Thims & Miller said in a letter to the city that the project comprises about 3,700 feet of roadway with a traffic circle, water and sewer utilities and a storm drainage collection system routed to a pond that will be enlarged.
In more detail, the plans designate three multifamily sites of 10 to 27 acres; two office sites of 11 and 17.9 acres; and seven commercial sites of 0.7 to 3.8 acres.
Plans show more commercial and office space to the south of E-Town Parkway in Westland, but no acreage is specified.
