JEA named Theodore B. Phillips as its next chief financial officer, effective August 2021.
Phillips, 54, will report to CEO Jay Stowe. He is responsible for financial services and planning, treasury services, risk management, supply chain, corporate security, procurement, emergency preparedness, business continuity, facilities and fleet and technical services.
He will be paid $350,000 annually.

Phillips replaces former CFO Ryan Wannemacher, who was terminated without cause in December 2019 following JEA’s failed attempt to privatize.
Phillips most recently worked as CFO of Alabama-based Huntsville Utilities, which serves 350,000 customers. During his 11 years at the utility he worked with Stowe, who was CEO from 2014-16 and before that was vice president of operations and chief operating officer.
Phillips also worked for 20 years in public sector roles in Alabama, North Carolina and Missouri.
He attended Southeast Missouri State University and received a bachelor’s degree in business administration and accounting.
