D.R. Horton filed plans for the Rivergate townhomes at 8159 Arlington Expressway, at a roundabout west of Regency Square Mall.
The city and the St. Johns River Management District are reviewing civil engineering plans for the 190-unit townhome development. It received land use and rezoning approvals in August for medium density residential within a planned unit development.
England-Thims & Miller is the civil engineer.
Site plans comprise 25 buildings, 453 parking spaces, a 0.76-acre recreation area, a stormwater retention pond and minimum 80-foot-wide buffers next to residences on adjacent land.
D.R. Horton said Thursday it could not provide more information.
For more than a decade, the 18.42-acre Expressway Mall property remained vacant after its demolition in 2006.
Once a commercial hub, with stores that included Publix, Burlington Coat Factory, a movie theater, restaurants and Eckerd Drugs, the property lost traffic to newer centers.
