East San Marco will include residences, but far fewer than approved in 2014.
Through East San Marco LLC, Regency Centers Corp. plans for 35 multifamily units, compared with 280 in previously approved plans that included a development partner.
Regency Centers applied to the Jacksonville Planning and Development Department on Friday to rezone 4.3 acres for East San Marco.
The new planned unit development will supersede the 2014 one.
Regency intends to develop the project on vacant land it owns at 1532 Atlantic Blvd.
East San Marco, in the works since 2002, will comprise a shopping center and five residential buildings. Those could be apartments, townhomes, condominiums or a combination.
The shopping center, anchored by Publix Super Markets Inc., is planned on Parcel A at Hendricks Avenue, Atlantic Boulevard, Mango Place and Alford Place.
The residences are on Parcel C at Atlantic Boulevard, Minerva Avenue and Arcadia and Alford places.
Wells Fargo bank operates on Parcel B between them.
Plans show two outparcels but no plans for them along with parcels D and E that offer parking.
Regency reports the buildings will have a Mediterranean and-or Spanish architectural style. That reflects the historic San Marco Square shopping area across Hendricks Avenue and the style of older homes in the neighborhood.
Among changes in the PUD:
• Regency increased the shopping area slightly from 57,000 square feet to a maximum 62,000 square feet. Plans don’t specify how large the Publix will be, although previously it was announced as 30,000 square feet. The Publix will be on the second level of a two-story building, with parking on the ground floor.
• The PUD application says 173 parking spaces for the commercial center will be provided in two areas – a lot, a structure or both. Another 71 spaces comprise 30 on-street as well as 41 spaces on two smaller East San Marco parcels D and E.
• Regency expects to start construction on the retail center in 2020 and the other parcels within five years of that.
The project team comprises developer East San Marco LLC; architect Torti Gallas + Partners of Silver Spring, Maryland; and engineer and planner England-Thims & Miller Inc. of Jacksonville.
Regency and East San Marco design representatives will present the project and answer questions at a town hall meeting scheduled for 6 p.m. Thursday at Southside Baptist Church at 1435 Atlantic Blvd.
