Panda Express proposes to build a restaurant in the Atlantic North Shopping Center at northwest Atlantic and Kernan boulevards.

The restaurant wants to develop a 2,200-square-foot building on 1.08 acres at 11929 Atlantic Blvd.

Atlantic North is anchored by Belk and LA Fitness and is developed by Property Management Support Inc., part of Sleiman Enterprises. Mark Dowst & Associates Inc. is the agent.

The site is on an outparcel. The St. Johns River Water Management District is reviewing the project.

A purchase and sale agreement included with the filing shows CFT NV Developments LLC will buy the property.

The St. Johns River Water Management District is reviewing an application for Love’s Travel Stops and Country Stores in Baldwin.

The 17-acre project is planned at 17110 Brandy Branch Road to include a convenience store, restaurants and fueling facilities to serve cars and tractor-trailers.

Love’s Travel Stops and Country Stores is based in Oklahoma City. Adkinson Engineering is the project engineer.

The site is off Interstate 10 at U.S. 301. Plans show a building of 11,300 square feet and a 9.700-square-foot tire shop.

In April, Love’s Travel Stops said it expects to start construction next year and the project will create about 50 jobs.

In December, the company said it intends to open the store, its second in the area, by early 2020.

It will have 10 gas pumps and eight diesel pumps.

The chain opened a store in May 2015 at 400 Pecan Park Road off I-95 north of Jacksonville International Airport.

The Pecan Park Road store opened with Chester’s Chicken and Subway restaurants.

It also features seven showers, 82 truck parking spaces, a Love’s Truck Tire Care center, cardless fueling and CAT Scales for weighing trucks.
