May start expected for $34M Broadstone River House

Jacksonville’s Southbank could see dirt turned in May for the Broadstone River House Apartments, transforming 3.8 acres along the St. Johns River into a mid-rise luxury residential project.

Alliance Residential Co. expects the 263-unit, $34 million apartment community to be completed in two years and offer another residential option in an area targeted for big plans.

“We like all the development that is happening in the area. It’s pointed in the right direction,” said Alliance Residential Development Manager Tim Graff.

Broadstone will comprise two buildings along Prudential Drive, directly between the Lexington Hotel & Conference Center Jacksonville Riverwalk and the Duval County School Board building.

It also is next to a largely empty set of offices and shops along the riverfront that are targeted for renovations by new owner Amkin Management.

Broadstone will include a riverfront pedestrian plaza and a visitor drop-off area that also is close to the Amkin property.

In addition to the existing Strand and Peninsular riverfront residential towers, the Southbank is the proposed site for The District, a healthy-lifestyle mixed-use residential, office and retail project.

A mile south along Hendricks Avenue, the East San Marco retail and apartment development is expected to break ground in September for completion in late 2018.

Graff said Alliance Residential particularly is “thrilled” that East San Marco’s retail space will be anchored by a Publix Super Market, saying it’s an easy bike ride away.

Alliance Residential, based in Phoenix with a North Florida division based in Winter Park, has submitted site plans to the city for Broadstone River House.

It’s the latest step of many as the company sought rezoning and design approvals.

City Council enacted the rezoning ordinance Feb. 23 after the Downtown Development Review Board approved the architecture and design Jan. 19.

Alliance expects to buy the property simultaneously with pulling the building permits.

It contracted to buy the land for $6.5 million from Riverwalk Jacksonville Development LLC, which is reorganizing under bankruptcy laws.

The riverfront parcel at one time featured Crawdaddy’s Restaurant, which was demolished in 2004. A brick fireplace remains on the site.

Graff said Broadstone is designed as a six-story residential building to front the river and a five-story structure along Prudential Drive.

Plans show a 463-space, 6.5-level parking garage between the buildings.

The riverfront building is designed for apartments to wrap around a riverfront pool and courtyard.

The Prudential Drive building will wrap around a courtyard.

Rents will range from about $1,100 to $2,200 a month for the 21 studio, 138 one-bedroom, 94 two-bedroom and 10 three-bedroom apartments, according to Graff.

Amenities include a resort-style pool, a fitness center, Wi-Fi café, club room, outdoor kitchen, fire pits and more, Graff said.

The property will be secured, while it also offers public access to the riverfront.

There will be public access walkways from Prudential Drive to the riverfront on both the east and west sides of the property, Graff said.

There also will be two connection bridges to the Riverwalk.
