Portiva and Lakeview apartments seek permits

Two new apartment communities, totaling 584 units and construction costs of more than $49 million, are in permitting review for South and North Jacksonville.

The city is reviewing applications for construction of the 260-unit Portiva in South Jacksonville at a construction cost of $24 million and the 324-apartment Lakeview at River City Marketplace in North Jacksonville at almost $25.17 million.

Portiva is shown as a four-story building at 6898 A.C. Skinner Parkway. Its owner is listed as Portiva Residences LLC, part of LIV Development of Birmingham, Ala.

Rimrock Devlin Development LLC bought the 7.3-acre site this year for $2 million and brought on LIV Development LLC as a development partner.

No contractor is listed for the 353,893-square-foot building, which will have one-, two- and three-bedroom apartments. Plans show 50 units on the first floor and 70 each on the other floors.

The building includes a fitness room, cybercafe and party room along with courtyards, a pool and deck, and a detached carwash/maintenance building.

Lakeview at River City Marketplace is planned on almost 34 acres at 12900 Broxton Bay Drive. Plans show Summit Contracting Group Inc. is the contractor.

The project comprises 91 one-bedroom, 192 two-bedroom and 36 three-bedroom units, according to the permit application.

Plans show 14 apartment buildings, a clubhouse, pool cabana, 10 garages, a mail kiosk, carwash/maintenance and trash compactor.

Its owner is listed as Tierra Linda Development LLC, part of The Klotz Group of Companies, of Atlantic Beach. RCM Acquisition LLC, led by Jeffrey Klotz, bought the land in late 2014 for $1.95 million.

The tierralindadevelopment.com website shows a different apartment mix but the same number of units, with top-line appliances, granite countertops and high ceilings. Some units will feature fireplaces and garages. There also will be a business center and workout facility.

The site describes the project as a Class A development situated around a lake. A conceptual plan shows pocket parks, trails, event lawns, pavilions, picnic tables and more.

Elks Building owner buys Park East Plaza

Investor Randy Dieu expanded his Jacksonville holdings last week, adding the Park East Plaza along St. Johns Bluff Road to his acquisitions.

Dieu bought the historic Elks Building Downtown in January. IberiaBank financed both acquisitions.

Through St. John River Investment LLC, Dieu paid $3.725 million March 16 for Park East Plaza at 2683 St. Johns Bluff Road S.

The 43,122-square-foot neighborhood shopping center is anchored by TNT Gymnastics and Fitness and by Britney Boyd Dance Co.

Park East Plaza, built in 2000, sits on 3.54 acres.

Dieu bought the property from Park East Plaza East 130 LLC, in care of Ram Realty Services LLC of Palm Beach Gardens. IberiaBank issued a $1.88 million mortgage.

Dieu is based in Diamond Bar, Calif., near Los Angeles.

His Jacksonville mailing address is 8651 Baypine Road, Unit 115, the same as Weaver Realty Group.
