Downtown snags 200 more jobs with expansion of C2C Solutions

C2C Solutions intends to add almost 200 employees as it expands within EverBank Center, adding another half-floor of space to the floor it already leases and nearly doubling its Downtown job base to more than 400.

The additional jobs are coming as the tower also moves in more than 1,000 Citizens Property Insurance Corp. employees by year-end. That means more than 1,200 jobs will be added to EverBank Center and Downtown.

C2C Solutions Inc. is a Medicare appeals contractor and a subsidiary of Austin, Texas-based TMF Health Quality Institute, which acquired C2C Solutions in 2011 from Florida Blue, then known as Blue Cross and Blue Shield of Florida.

Emilie Fennell, TMF communications director, said C2C Solutions has added two contracts, resulting in the need for more space and more employees.

She said C2C is expanding its footprint within the 30-story EverBank Center and is adding almost 200 jobs to its current staff there of more than 220. Hiring should be completed in March.

C2C employs another 80 people in Jacksonville off-site.

Fennell said the Centers for Medicare & Medicaid Services awarded C2C Solutions a multiyear contract to independently adjudicate Medicare Fee-for-Service appeals as a Qualified Independent Contractor.

She said the QIC Part A contract will begin in March and the Part B contract kicked off in December.

Fennell said C2C Solutions already is the contractor in the QIC Part B North jurisdiction, which encompasses the northern and western portions of the United States, and has served CMS in that capacity since it was awarded the contract in 2006.

In addition, C2C Solutions serves CMS as the national Durable Medical Equipment contractor, she said.

Fennell explained that Medicare beneficiaries, health care providers and suppliers have the right to appeal Medicare coverage and payment decisions.

She said the process for Medicare Part A and Part B appeals involves five levels, the second of which is reconsideration by a Qualified Independent Contractor.

That’s where C2C Solutions comes in.

C2C Solutions receives and processes appeals from Medicare beneficiaries and health care providers resulting from denials by Medicare Administrative Contractors, the companies that initially assess claims determinations.

C2C Solutions leases about 30,000 square feet of space on the sixth floor of the Downtown EverBank Center tower at 301 W. Bay St. and is expanding into almost 13,000 square feet on the 11th floor.

The move represents an almost $900,000 construction investment.

The city approved a permit in January for Auld & White Constructors LLC to renovate that space for C2C Solutions at a project cost of $414,163. In addtion, EverBank Center owners are investing $460,600 for Auld & White to renovate the 11th floor corridors, elevator lobbies and restrooms.

C2C agreed in 2013 to relocate 200 employees to EverBank Center from Florida Blue operations at 532 Riverside Ave. in the Brooklyn area and Freedom Commerce Centre on the Southside.

When C2C made its move Downtown, the city and the Jacksonville Transportation Authority agreed to provide incentives in which the city reserves a block of up to 300 parking spaces in the JTA’s Convention Center parking lots and up to 350 parking placards to be used by C2C for their employees.

The city allocated $48,000 to pay JTA for the parking spaces, which the JTA will discount by 50 percent for the first two years. C2C committed to use at least 100 spaces in the first year and at least 200 spaces in the second year of the agreement.

Fennell said C2C does not plan to pursue additional incentives for the expansion.
