Wagner Property Group bought 19.4 acres in West Jacksonville to develop a Publix Super Markets Inc.-anchored shopping center at northwest Normandy Boulevard and Chaffee Road.
The center is called Plaza at Normandy. The Franklin Street real estate firm represents the retail space for lease and the two outparcels for ground lease or build-to-suit.
It expects construction will be completed and stores available for lease by the fourth quarter 2022. The leasing brochure shows one tenant so far near Publix - Encore Nails.
Franklin Street Senior Vice President Carrie Smith, Director Ricky Ostrofsky and associate Kaelyn Sreenan represent the property.
Through WPG-Normandy LLC, Tampa-based Wagner Property Group bought the land for $4.9 million on Feb. 23. The land is near Cecil Commerce Center and the First Coast Expressway.
It bought the property from W.T. And L.L. Investments and L. Ward Huntley, as trustee of the Huntley-Jiffy Asset Liquidation Trust of Orange Park.
Valley National Bank of Clearwater financed the deal at $16.8 million.
The city has been reviewing plans for the project.
The 58,691-square-foot retail project comprises a 46,791-square-foot Publix grocery store; an adjacent 2,100-square-foot retail space that matches the size of a Publix Liquors space; and 9,800 square feet of retail shops next door.
There also are the two outparcels of 2.05 and 1.46 acres.
Bohler of Boca Raton is the civil engineer.
The city issued a mobility fee calculation certificate March 3 for the project. It calculated a fee of $429,840 to mitigate the traffic impact from the development.
Publix Community Relations Manager Chris Norberg said March 18 the company is unable to comment on potential future sites that do not have fully executed leases.
Marketmasters of the Southeast Inc. of Orange Park represented property owners Huntley Jiffy Trust and W.T. and L.L. Investments. The Normandy and Chaffee property was a site for a potential Huntley Jiffy convenience food store that was not developed.
Marketmasters President Phillip Parsons represented the buyer and seller in the deal.
