A look at nine Northeast Florida apartment communities in review

More than a dozen communities are in the development phase. This is a look at nine of the latest.

Jacksonville’s apartment market continues to expand with more than 13,700 units planned for construction from 2021 to 2023 and beyond.

Market reports found that 3,523 units were planned in 2021, followed by 4,071 in 2022 and 6,164 in 2023 and after.

More than a dozen communities are in the development phase. This is a look at nine of the latest.

Among them, Atlanta-based RangeWater Development LLC proposes three projects.

Its Olea age-restricted communities are for empty nesters seeking an active lifestyle.

Aston at Town Center

10655 Brightman Blvd. near St. Johns Town Center

Eastwind Development LLC applied to the city for permits to build the 278-unit Aston at Town Center apartments at 10655 Brightman Blvd. near St. Johns Town Center.

The construction cost is shown at $44.5 million.

The five-story building will comprise 147 one-, 105 two-and 26 three-bedroom apartments on 4.59 acres. There also will be a parking garage.

Community amenities include a pool, amenity deck and courtyard.

Summit Contracting Group Inc. of Jacksonville is the contractor. Forum Architecture and Interior Design of Altamonte Springs is the architect.

Eastwind Development, of Palm Beach Gardens, paid $3.65 million for the property Dec. 15. It bought the land from the Skinner family.

The site is south of Floor & Decor and iFLY Jacksonville.

Eastwind bought the property through Astor Town Center LLC. 

Groundbreaking is expected in February 2022.

The city issued a site-clearing permit Jan. 10.

Pointe Grand

Southeast North Main Street and Interstate 295

Hillpointe of Winter Park and Athens, Georgia, wants to build the Pointe Grand Jacksonville workforce apartments along North Main Street.

The site is at southeast North Main Street and Interstate 295.

The developer proposes 288 units, all of them two-bedroom apartments, among 10 three-story buildings on 19.71 acres. 

Plans show 50 garage spaces among five 10-unit structures.

Amenities include a clubhouse, pool and fitness center.

The agent is TerraTory Development Consultants of Cumming, Georgia.

The city calculated a mobility fee of $249,135 to mitigate the traffic impact.

Northside Trees LLC of Jupiter sold the two parcels, now used as timberland, to Pointe Grand Jacksonville LLC for $2.85 million on Jan. 31.

Hillpointe LLC says it is a real estate development and investment firm focused on the development of market-rate workforce housing in the Southeastern United States.

“Hillpointe believes that the U.S. workforce housing sector exhibits a meaningful supply/demand imbalance,” it says on Hillpointe.com.

It says workforce housing generally is defined as housing that is affordable to households earning between 60% and 120% of area median income. 

“Due to rising construction costs, the majority of newly developed rental units are unattainable for median income earners, with the workforce housing component representing only about 10% of newly developed units,” it says.

“When combined with general obsolescence, which removes an estimated 100,000+ units per year, there is an acute shortage of workforce housing.”

On Oct. 26, 2021, Hillpointe announced the closing of Hillpointe Workforce Housing Partnership III LP at $190 million. 

The fund is expected to allow for the development of Hillpointe’s next 12 workforce housing projects, representing about $500 million in total asset value and 3,500 workforce housing units across the Southeastern U.S.

Southgate Plaza

3428 Beach Blvd. in Spring Park

The city issued a mobility fee calculation certificate Dec. 16 for the 294-unit Southgate Plaza apartments on 9.96 acres at 3428 Beach Blvd. 

The city calculated no fee was needed for the property, a shopping center built in 1957.

Jacksonville-based Demetree Brothers Inc. owns the property through Southgate Shopping Center LLC.

Chance Partners, through Chance Beach Owner LLC, intends to demolish the existing retail center, totaling 153,568 square feet, for the apartments. 

Kimley-Horn and Associates Inc. is the civil engineer.

A site plan shows three four-story buildings with a pool and courtyard in the center of one.

A spokesperson for Jacksonville-based Chance Partners said in October the developer expects to break ground in June 2022 on the 18-month project.

The site is in the St. Nicholas area and not far from San Marco and the Downtown Southbank.

Chance Partners developed several nearby multifamily communities including The Exchange, Barlow and San Marco Promenade along Philips Highway.

Grand Capital

6285 Race Track Road

The city is reviewing permit applications for a 240-unit apartment community at 6285 Race Track Road at a cost of $26.2 million.

Grand Capital of Fort Lauderdale is the developer.

The project comprises six four-story buildings. Summit Contracting Group Inc. of Jacksonville is the contractor. Group 4 Design Architectural Services LLC of Jacksonville is the architect.

 The property owner is listed as Racetrack Group LLC of Fort Lauderdale. It is part of Grand Capital.

Waters Bluff

St. Johns Bluff Road South, north of Alden Road

The city is reviewing plans submitted for the 300-unit Waters Bluff Apartments on 15.11 acres along St. Johns Bluff Road South, north of Alden Road. 

Plans show 84 one-, 132 two- and 84 three-bedroom apartments among nine buildings.

The city also issued a concurrency reservation certificate Jan. 6 for the project. There are a pool, a dog walk and other amenities.

 Eisman & Russo Inc. is the civil engineer. Frenchtex Inc. of Palmetto Bay is the property owner. 

Plans show a second phase of 84 units. 

Pinnacle Apartments

Baymeadows Road East at northeast Baymeadows Road and Interstate 295

The city issued a concurrency reservation certificate for the 376-unit Pinnacle apartments on 8.77 acres along Baymeadows Road East, a site at northeast Baymeadows Road and Interstate 295.

Pinnacle Rental Community LLC, led by Donald Fort, president of Fort Family Investments Inc., is listed as the the owner. Fort Family Investments is a luxury apartment developer.

Abbey Civil Engineers Inc. is the civil engineer.

Plans show the apartments wrapped around a parking garage and around pools with recreation areas.

The site is next to the Galleria Club apartments, one of Fort’s eight projects in Jacksonville and Jacksonville Beach.

The 175-unit Olea Beach Haven apartments community is planned on 6.38 acres at 4101 San Pablo Parkway. Amenities include a pool and a dog park.

RangeWater: Olea at Beach Haven

4101 San Pablo Parkway, north of Mayo Clinic in Florida

The city is reviewing permits for the $30.2 million construction of the 175-unit Olea Beach Haven apartments on 6.38 acres at 4101 San Pablo Parkway. 

Atlanta-based RangeWater Development LLC is the developer. England, Thims & Miller Inc. is the engineer.

RangeWater announced Feb. 4 it bought the site and will break ground in early 2022 on the age-restricted community with one-, two- and three-bedroom units.

RangeWater: Olea at eTown

In eTown along Exchange Street east of Florida 9B

The St. Johns River Water Management District is reviewing plans for Olea at Etown by Atlanta-based RangeWater Development LLC. The 192-unit apartment community is planned on 5.73 acres along Exchange Street. 

Plans show three apartment buildings, three garages, surface parking, a pool area and a dog park. England, Thims & Miller Inc. is the civil engineer.

The city calculated a mobility fee of $127,952 to mitigate the traffic impact. 

RangeWater: San Jose

San Jose Boulevard at St. Augustine Road and Old Kings Road South

Atlanta-based RangeWater Development LLC continues working toward its proposed apartment and town house development on 28.61 acres along San Jose Boulevard called the San Jose Homestead.

 RangeWater plans 280 apartments and 100 town houses.

The apartments comprise 11 residential buildings, a clubhouse, two pools, a social green and a dog park. The town houses comprise 19  buildings.

England, Thims & Miller Inc. is the civil engineer.

The St. Johns River Water Management District issued its approval Jan. 7 for a stormwater management system.

The property is the former Skinner family homestead, which was the original Meadowbrook Farms dairy land.

The property is at St. Augustine Road and Old Kings Road South.
